On fedora its all in /usr these days with symlinks to the old locations.

$ ls -l / | grep usr
lrwxrwxrwx    1 root root     7 Feb 11 13:47 bin -> usr/bin/
lrwxrwxrwx    1 root root     7 Feb 11 13:47 lib -> usr/lib/
lrwxrwxrwx    1 root root     9 Feb 11 13:47 lib64 -> usr/lib64/
lrwxrwxrwx    1 root root     8 Feb 11 13:47 sbin -> usr/sbin/
drwxr-xr-x.  13 root root  4096 May  5 17:22 usr/
