[Python-Dev] find_library and issue21622

This is the overarching issue:
https://github.com/docker-library/python/issues/111

In short, libraries that rely on find_library to bind to libs failed to
start as find_library returned nothing. In particular, a build of python
and saltstack in a single container, and a few other packages when using
the alpine base.
