Because IBM has not really been in the PC business for years if not a decade.
Their PC business has always been a loosing proposition that gets regulated to the back. Their main strength is in Mainframes and Mini hardware and support services. It is extremely unfair to blame IBM for the lack of desktop Linux machines when year after year they have lost money on the ThinkPad and ThinkCenter lines epically not that a 3rd party vendor controls those hardware configs for the next five years.
While I can understand the FOSS community not understanding this fact I would have thought a CEO of his position would be able to grasp simple RL facts.
