If my message has not been superseded by help from those more knowledgeable:
There is already Mongolian support in Latex, at least the fonts exist. Have
a look at www.ctan.org first.

I have been busy myself with the development a new font + codepage for the
official cyrillic transcription of Arabic, with a lot of simple, but unusual
characters. I did it for my own use, but I am willing to share my
experience.
