I would suggest you look at:

 http://www.openmn.org

They already have been doing quite a bit of work on Mongolian support
for open source software, I believe. They've certainly contributed 
Mongolian translations for various parts of GNOME.

So, I suspect they have some solutions for keyboard and fonts for
XFree86 already.

(If they have keyboard maps, it would be good to get them contributed
back to XFree86, of course.)
