Default printers for all users

Is there a way to provide default printers for all users?

I was able to change the default root menu via
$sysconfdir/xfce4/menu.xml and the default panel with
$sysconfdir/xfce4/xfce4rc. This was easy to do and worked well. Just
guessing, I tried copying ~/.xfce4/printers.xml to
$sysconfdir/xfce4/printers.xml but this didn't work; a user who logs in
to an Xfce environment for the first time has no printers by default.
