I just installed wmctrl and it works beautifully.  Thanks for the 
suggestion.  My [script] is now:

wmctrl -s 3 && /usr/bin/galeon -n $@

Switch to desktop #3 and open a new tab with the link (or a galeon 
session if not opened).
