It's difficult to get a feel for the project, since a lot of the webpage 
is in another language (German?). Actually from your description, it 
sounds somewhat like Windows Packager http://wpkg.org/
There's also Bombardier http://bombardierinstaller.org/ but I don't know
 the status of that - they seem to have dropped off the radar.
