[Unattended] DisableMSI and Office 2003

To prevent users from installing their own software, we set the
DisableMSI registry key.  This works all great until they try and use
Word or Excel, which requires each user to run that little MSI install
thing on first use, and on first save.  Anyone have any idea on how to
prevent Office 2003 from running windows installer?
