Description:
Using the webapp to change projects which use the Perforce source control 
currently results in CCNet deleting the WorkingDirectory and doing a full 
resync of all the files.  This makes changing non perforce related settings 
through the webapp really slow and error prone (see 
http://jira.public.thoughtworks.org/browse/CCNET-212).  In fact, more often 
than not the edit functionality of the webapp is not used to change things like 
the which files get merged into the log or the timeout, etc.

Simple fix!!

If the perforce settings coming from the webapp are different from the settings 
already in the config file on the server then carry on as before.  If however 
the details for the source control have not changed, then only update the 
config file with the chnages to the other settings.
