Initial Comment:
In a Control element I want to Publish a Property 
whose value I want to initially set to null.

So I try this
<Publish Property="NOSQLXMLMESSAGE">1</Publish>

And candle gave me this message

Schema validation failed with the following error: The 
required attribute 'Value' is missing.

DerekC says this is fixed in v.3 but he would port to 
v.2 (I believe he already did this for the next drop). 
this bug is for tracking the reverse port of this fix.
