Summary: No RemoveExistingProducts on presence of Upgrade table

Initial Comment:
Iâ??ve found that, on presence of Upgrade table, linker 
adds FindRelatedProducts and MigrateFeatureStates but 
not RemoveExistingProducts.

The msi topic RemoveExistingProducts Action suggests 
there are multiple places for REP so perhaps there 
needs to be an attribute on the Upgrade element for 
After.  After works because it minimally needs to 
come after FindRelatedProducts.
