Summary: Project Build/Rebuild not implemented

Initial Comment:
My solution contains 17 projects, so building the entire
solution over and over (even though I have several of the
projects specified to skip builds) is a hassle while
creating my wxs file. I often like to use the project build
(right click on the desired project and click Build or
Rebuild) to only build a single project that I am currently
working on.

When I attempt to Build or Rebuild a Wix project by
right-clicking the project, and clicking Build or Rebuild;
the Output window doesn't change and the files in the
<WixProject>\bin folder do not change. It seems that
these commands are not fully implented.

The workaround is to right-click the solution and select
Build (for an fast incremental build of all non-Wix
projects and a Rebuild of the Wix project) or Rebuild (for
a rebuild of all projects).

There are really two items here:
1) Building a wixproj separately from a full solution build. This
is a bug.
2) Incremental building. This is not a bug, but a feature
request, which I added (#1212472).
