Initial Comment:
If you have a User with CreateUser="yes" and 
RemoveOnUninstall="no", in order to ensure that the 
user exists but prevent it from being removed, and the 
installation fails after ConfigureUsers and rolls back, the 
rollback deletes the user. That might be a reasonable 
thing to do if the user had just been created, but if it 
already existed before running the installer, it can be a 
big problem, since the SID is then lost forever. Do not 
remove the user during rollback if it already existed.
