Summary: Cannot localize Merge/@Language

Initial Comment:
WiX version 2.0.3309.  I tried to localize the 
Language attribute of a Merge element, but received 
the error:

"error CNDL0008 : The Merge/@Language attribute's 
value, '$(loc.Lang)', is not a legal integer value."

It looks like Merge/@Language's type is Integer 
instead of LocalizableInteger.
