Step missing from documentation...

There is currently a step missing in the documentation about building the
WiX toolset.

        sn -Vr *,36e4ce08b8ecfb17

Must be run before the build (or you'll get failures about msggen.exe).  I'm
wondering if this should be documented or if the build process should just
take care of it.
