Summary: Localization entry does not accept an empty string

Initial Comment:

Until 2.0.3309.0, an empty string can be accepted as a
localization entry. 2.0.3719.0 does not accept it.

If the a.wxl file contains a <String Id="A"></String>
entry with an empty string, light does not recognize
the A entry and it emits an error:

error LGHT0122 : The localization string 'A' is
unknown. Ensure that the localization variable $(loc.A)
is defined.

Is this a feature or bug?
