This error is due to, that you will need the latest Platform SDK upgrade
from Microsoft to build the native code:
http://www.microsoft.com/msdownload/platformsdk/sdkupdate/
(from me it was a nightmare to install, because of broken links and
invalid ActiveX components, so make sure you read the troubleshooting
part of
http://www.microsoft.com/msdownload/platformsdk/sdkupdate/sdkhelp.htm if
you decide to update).

But, it shouldn't be necessary to build the native code, you should be
able to be fine with just building the Java code.
