RE: Is there a mediator for this group?

There's no specific reason for choosing google over yahoo.  I just picked
google when I thought about setting up a new group.  I'm not sure if the
existing list being on yahoo means that is good enough reason for a new
group to stay on yahoo.  Unless you're saying that the archive can somehow
be copied into the new group if it stays on yahoo.
 
I think you're right about the moderation of adding new members.  I was
thinking a quick email exchange could determine if they were legit, but of
course a legit newbie may be indistinguishable from a knowledgeable spammer.
The moderating of messages with the exception of established users, as
Anupam suggested, may be a better option.
 
If Kenny is still around it would be great to hear from you.  Changing
moderation options would by far be the best solution.  However, Paul's
trouble tracking him down, and the fact that Kenny's last message to this
list was at the start of the year makes me think that he is no longer
tracking it.

What is the criteria for approving a new member? 

More specifically, how can you have any idea whether a new member is a
spammer? 

I don't think that requiring new members to be approved is helpful. 

Plus, Yahoo has the same "new members require approval" facility. 

I am also thinking of a Google group. BUT, how do you transfer five years of
archive? 

I haven't really found an advantage to Google Groups over Yahoo yet. 

What makes you think it is better?

I just took a closer look at the GoogleGroups options and am thinking of 
going with the following.  It supports the options that you mentioned but 
I'm thinking that moderating new member requests, rather than messages, 
might make less work for the moderators. 

* A few moderators, split across timezones 
* Another owner in addition to myself (Paul?) in case there is a "bus error"

* New memberships are moderated, however any member can invite another 
member and avoid the wait 
* Only members can post 
* Anyone can read the archives

Yes, the list owner can assign anyone to be a moderator. 

In addition, others who have a proven track record can be setup to post 
without moderation.

That's true, but there can be multiple moderators.

Tradeoff is 1.) possible delayed approval against 2.) spam. 

I don't think google or anyone has true spam-proof technology. I am afraid 
only a human can do it.

Really sucks. 

PCAUSA is a one-person company. Some spammer made a typo and used the 
"pcusa.com" mailing list (hundreds of folks) to be "pcausa.com". 

Nothing like checking email and getting _thousands_ of span emails _each 
time_ you hit the send/receive button! That took quite a bit of work to fend

off.
