What is the criteria for approving a new member? More specifically, how can you have any idea whether a new member is a spammer? I don't think that requiring new members to be approved is helpful. Plus, Yahoo has the same "new members require approval" facility. I am also thinking of a Google group. BUT, how do you transfer five years of archive? I haven't really found an advantage to Google Groups over Yahoo yet. What makes you think it is better? Some spammer made a typo and used the "pcusa.com" mailing list (hundreds of folks) to be "pcausa.com". Nothing like checking email and getting _thousands_ of span emails _each time_ you hit the send/receive button! That took quite a bit of work to fend off.
