Please use Autoconf 2.61

Hello!

The releases posted on Sourceforge.net, including icewm-1.2.29pre1,
include the configure script generated by Autoconf 2.59.  It turns out
this version of Autoconf required libXt when checking for X Window
System.

The Xt library is not used by IceWM.  I was able to compile IceWM on
Fedora Core 6 without libXt-devel installed once I regenerated the
configure script with Autoconf 2.61, which is the latest version.

It's understandable that compiling a window manager requires quite a lot
of development packages, but it's quite annoying when an unwarranted
requirement of imposed by the configure script just because IceWM
maintainers use an old version of Autoconf.

Whoever packages IceWM, please keep Autoconf up to date.
