Summary: Transient windows appear below all others

Initial Comment:
Hello,

this problem is pretty annoying: transient windows, like the a dialog windows
of Firefox 2, appear below all others. The formerly focused window is kept in
front, overlapping the dialog query. Fortunately the flashing taskbar entry
appears, otherwise the confusion would be perfect.

Usualy I expect a such window to appear in the front, and if the current window
was a parent of the transient window, then the focus shall change. If another
window was parent, it should appear in front but without focus to not disturb
the work in the current window.

A simple workaround is setting:

FocusOnMapTransient=1 # 0/1
FocusOnMapTransientActive=0 # 0/1

This way the dialog window appears when it is expected, in front. However, it
is still not auto-focused when the parent was focused before.
