Summary: QT4 applications shift all windows down when terminated

Initial Comment:
Developing QT 4 applications seem to shift all windows
down when a QT program (user or pre-built - e.g.
designer) is closed -- all the workspaces are refreshed
and each window is shifted down by the height of the
titlebar.

I've reverted to icewm 1.2.26 because of already
reported problems with 1.2.28.

Using RHELv4/x86; kernel: 2.6.9-22, xorg: 6.8.2.
