si, hay various pero el que aparentemente es el recomendado es "psycopg":

http://www.zope.org/Members/fog/psycopg

Aparentement es dificil de installar pero es el que funciona mejor.

Yo no trabajo con Postgresql y desgraciadamente no puedo ofrecere alguna 
ayuda.
