Subject: Re: Cookbook coments: smartquotes

The problem is that it
replaces all quotes, while for instance 3.5" should not be replaced.

On reflection, smartquotes could do:

[0-9]' -> ′
[0-9]" -> ″
[0-9]`' or `" -> &r[sd]quo;

Should a number followed by a quote mark normally be a prime / double prime, or
a right quote?

In other words, the default behaviour could be to treat quote marks after
numbers as primes. The exception behaviour (backtick) makes them into right
quotes.

Any preferences?
