We know that we need at least 16MB for 1.3.x.
This was described analysed in great detail at the sf.net page which
does not work now.
Reduce memory limits - in decreasing order of gained memory:
DATABASE_TYPE=dba
USECACHE=0
ENABLE_USER_NEW=false
WIKIDB_NOCACHE_MARKUP = true
