1.3.7 released

This release contains lots of bugfixes and optimizations by Carsten.

I've been thinking about the 1.4 release, and I'd like to push the date 
back to January 25th, which will be PhpWiki's 4th birthday. I also have 
some time off after Christmas and New Year's that I want to devote to 
the project (primarly, making sure all install instructions are up to 
date, adding pages, etc).
