Get a better browser. :) One that actually *uses* the cache, or
allows full control over how/when images are downloaded. Something like
Opera. :)
Or, use a proxy
server/cache like Squid.

The two options above have made my life so much simpler, even when on the E10
at work.

Or, Jamie could change things on his end. Both work.
