Ok, that makes sense .. I'm not sure why the list of modules wouldn't
be appearing though. If you click on the Available Modules icon, do they
show up there?

One question - do you have multiple copies of usermin installed on your
server, so that you need to clone the usermin configuration module of
webmin?
It seems a rather odd thing to do ..
