clone module problem

I am trying to clone the Usermin Configuration module in webmin. I can
get it to the point where the new module shows up in on the webmin
interface and I can go into it and choose "module config" and point it
at the correct location for the usermin config directory (I have double
and triple checked that the path is correct). My problem is when I go to
the "usermin module configuration" option with in my new module, the
drop down list does not appear so I am unable to configure it.

Has anyone seen had this problem before?

(I am running on red hat 7.2)
