Webadmin not updating password aging

We have recently had a change in the behavior of webadmin. When we use it to
change passwords, it is not updating the date changed field. For example: 

< calefleu:XXXXXXXXXXXXX:11838:1:30:7:60:: 
--- 
> calefleu:XXXXXXXXXXXXX:11838:1:30:7:60:: 
I have X'd out the passwords, but you can see that the 11838, which
indicated that the password was last changed on May 31 did not get changed.
We have scripts that use that field to lock users who have not changed their
passwords in more than 30 days.
