It's ipchains on my system. I guess it is time to learn how to do ipchains.
Off hand, what would be a quick line for me to put for https to work? What
file do I put it in? (Yes, I am asking before I have read the manual but,
doesn't hurt to ask.)

Almost certainly sounds like a firewall problem.
iptables -L and look for anything with DENY in the INPUT chain.
If that doesn't work, try ipchains -L.
