No response on network

I have looked and looked and I can't find a mention of this problem.

I have installed Webmin on a RH7.3 box.  Everything works through lynx (X 
is not installed) on the console of the host when connecting via localhost 
or hostname.  However, I cannot get any response from Webmin via the network.

https://192.168.200.6:10000/ - Page not found error.
https://hostname:10000/ - Page not found error.

I have tried "bind=192.168.200.6" in the miniserv.conf file and then 
stopped and started webmin.  No good.

I have tried "allow=<myIP>" in the miniserv.conf file and then stopped and 
started webmin.  No good.  (This would not be a solution anyway since the 
computer I am trying to admin from is assigned it's IP via DHCP.)

It is like Miniserv is not looking at the eth0 port.  I don't know where to 
go to solve this.  Any ideas?
