I'm not using anything in Webmin for this, the SSH module won't talk to the SSH
server version I use.

FTP isn't amenable to being tunneled thru SSH since multiple ports are
involved. But all recent versions
of SSH come with a built in SFTP server and it should be enabled by default.
So, from a command
shell, just type:

sftp user@host

and see what happens. You should be prompted for the user's password and asked
to accept the
server's key. Other authentication protocols are also possible.

I don't use OpenSSH myself, I prefer the SSH from ssh.com. I'm not sure if
OpenSSH has this capability
or not, but the SSH I use can be set up to chroot users to prevent them from
wandering all over the file
system.
