Unfortunately, the only way to do this at the moment is turn on the
'Ignore module dependencies when installing' option when installing.

The proc module contains functions that are used by lots of other
modules, for doing things like running commands in a pty. So it really
is needed and should not be removed - that's why it is one of the few
included in the 'minimal' webmin package.
