Because Webmin module program are just CGI scripts, there is really no
restriction on what tool you can use to generate the HTML they output.
However, it is a good idea to always call the header and footer
function, as these can be overridden by themes to produce a custom
style. If your module was to produce the full HTML for a page from the
<html> tag onwards itself without calling header, it would look out of
place in a different theme ..
