You are correct.  However, that is not what was intended.
 
We are currently developing version 1.1 of SSML and will consider this comment 
as we develop the specification.

3.1.7 Text Structure: p and s Elements
 
"A p element represents a paragraph. An s element represents a sentence."
 
as per the current description of <p> , <s> and <voice> it seems to be valid 
following
 
<s> may contain <voice>
<voice> may contain <p>
and hence indirectly <s> may contatin <p>
 
Something like, "Sentence may contain paragraph" , which seems to be incorrect
 
any idea/clarification on this ?
