SVG12: image-rendering

Dear Scalable Vector Graphics Working Group,

  In http://www.w3.org/TR/2004/WD-SVG12-20041027/ it is unclear what the
image-rendering property applies to, the definition says it applies to
"images" yet the document does not really define what that means, it
could be only the image element, or elements that establish a viewport,
just raster images, etc. Please change the draft such that the elements
to which the property applies are clearly identified.
