DOM 3 XPath in SVG 1.2

The SVG 1.2 draft states that DOM Level 3 XPath support is required, but
doesn't say how to get an object that implements the XPathEvaluator
interface.  Should SVGDocument implement XPathEvaluator?  Or maybe have
a function getXPathEvaluator()?
