Initial Comment:
I've installed the combination of Privoxy and Tor (XP) and so far it seems ok: 
I can load websites, fill in forms etc. All IP checkers I know show a different 
IP as soon Privoxy is enabled. 

Nevertheless the Privoxy status menue entry always displays 'Privoxy is not 
being used'. Also no configuration via http://p.p is possible. What could be 
going wrong?

I'm using a router with a built-in firewall. I've activated the ports 9001-9033 
and also tried a direct connection, no better result.
