I actually ran into the state table limit when working on another issue, so that's been tweaked in my test environment already. In the case of this error though I didn't realize it was the PF state table.

That is strange. From the man 2 connect (see the section on errors):

EACCES, EPERM
The user tried to connect to a broadcast address without having
the socket broadcast flag enabled or the connection request
failed because of a local firewall rule.

Any idea how this could happen?

In the case of the pf firewall, it will happen when pf's state table
reaches its max.
