Okay, looking through the code, I've got a hypothesis.  Could you
please download the program ``stattest.exe'' from

  http://www.pps.jussieu.fr/~jch/private/stattest.zip
  http://www.pps.jussieu.fr/~jch/private/stattest.zip.asc

and run

  d:
  stattest.exe /Programme/polipo-win32-0.9.99.0/cache
  stattest.exe /Programme/polipo-win32-0.9.99.0/cache/
