No.  If you're using tor and set socksParentProxy=localhost:9050, it
doesn't matter.

Are you absolutely sure that /Programme/polipo-win32-0.9.99.0/cache/
is a directory (a ``folder''), not a plain file?

  dir \Programme\polipo-win32-0.9.99.0\cache
