If you look at README.Windows, you'll see instructions for building
Polipo from sources. If you build with

make EXE=.exe EXTRA_DEFINES=-DHAVE_REGEX LDLIBS="-lwsock32 -lregex"

you should get the forbidden functionality.

I'll try to build a binary with forbidden support when I release
9.99.1 (but that won't happen until I solve the rather serious bug
recently reported by J. P. Larocque).

Could you please double-check? There is no way Polipo could create
this directory.
