That's normal -- it's because the Polipo binary is compiled without
forbiddenFile support right now.  It doesn't matter much, except that
the forbidden functionality won't work.

This means that you forgot to

  mkdir \Programme\polipo-win32-0.9.99.0\cache

It doesn't matter much, it just means that Polipo will not save files
to disk.

That's okay.  This simply means that you won't be able to access
Polipo's docs locally.
