dontCacheRedirects isn't reliable

Hi,

I tried a snapshot of the darcs repository, and found that
dontCacheRedirects only works for the duration of Polipo's execution
that saw the first request for some redirecting resource.  (I haven't
tried SIGUSR1/SIGUSR2.)

To reproduce, enable dontCacheRedirects, choose a URI that redirects
(e.g. http://ely.ath.cx/~piranha/redirect-302), and ensure that an
object hasn't been cached for this URI.  Ask for it, and you'll see
Polipo doesn't cache the result during that session.  It does write
the result to disk, though.  Restart Polipo and it will consistently
use that last cached result.
