I have the same problem using straight command-line gnupg 1.4.5 and
polipo 0.9.10 on Debian GNU/Linux. Until now I've just assumed it
was an error on my part (I'm not a heavy GnuPG user). I don't use
tor or any other backends. The keyserver I've tested was
hkp://subkeys.pgp.net.
