Installation issue

Hi all,

 I can not run the .../setup for the 0.9.16RC1.
 (Server conf: Mandrake 9.0, MySQL 4.0.14, PHP 4.2.3, 
               Apache 1.3.26)

 Also, when I point on .../setup to create the header 
 the only happened is the following message:

Warning: failed opening
'/var/www/html/phpgroupware/setup/index.php' for
inclusion
(include_path=":/usr/lib/php:/usr/lib/pear/") in
Unknown on line 0.

Any idea ? Is this a permission issue ?
