You can pull 16 from cvs. If you have a tarball install of 16 try this:
* Backup your db
* Backup your phpgw install
* cd /path/to/phpgroupware
* Cross your fingers
* cvs update -r Version-0_9_16-branch -dP
* Run phpgw setup
