feature freeze announcement for the 0.9.16 release

the feature freeze for the 16 branch will be in place on 7. september
2003. if you are an application developer please finish your work on new
features until 7. september.
on 8. september we will build the rc1 packages for testing. if you would
like to contribute by testing our release candidates, please contact our
release coordinator skwashd [skwashd@xxxxxxxxxxx] for further
instructions.
